At last I got some detailed info on the nictitating membrane, or 3rd eyelid in cats. Because i searched using the correct terminology I have accessed this and other very useful sites, as opposed to cat owners' forums which had led me to believe that Haws Syndrome ( a relatively harmless, self-healing condition) only occurs in cats below 2 (Circuit was 4 in April).
Its seems far less alarming already!

he is probably not squinting at all, as excellent visibility is possible thru the membraine (otherwise it would be somewhat hazardous non?)
Hopefully this will clear up by itself in a few weeks, as according to the vet textbook.
NB of course! nictare = latin for 'to blink'
: )
